Martin Roth c29340df3c mb/google/skyrim: Set winterhold SPI fast read speed to 100MHz 
Winterhold runs with the SPI fast read speed set to 100MHz.  This
decreases boot time by roughly 100ms.

BUG=None
TEST=Examine boot times.
